The public hearing discussed a proposal to work with the town of Broadway to save about $5 million. New Market town officials say the wastewater plant needs about $25 million in upgrades. So, the town is looking at forming a partnership with Broadway to use their facility instead. The Department of Environmental Quality is mandating that the wastewater plants be brought up to code by the start of 2010. Last night, New Market officials debated whether to spend about $25 million to fix their current facility or enter into an agreement to use Broadway's regional facility in Rockingham County. Broadway Town Manager Kyle O'Brien says, "It generates additional revenue And, it's going to save [New Market] money. Broadway's facility needs upgrades too. Under the 35-year contract, more than $2 million would go to Broadway to initially pay New Market's portion of the upgrade costs. New Market will also pay an estimated $7 million to install a four-mile pipeline running along route 211.
